Background
There are a lot of reasons to fight against the western imperialists and puppet regime. There is their destruction of Iraqi culture. There is their theft of Iraqi oil. There are their attacks on Iraqi civilians. There is the fact that so many of the imperialists are heathen crusaders set to destroy all those who recognize Allah's prophet, Muhammad.
You fight for a different reason though: it is fun. There is nothing quite so great as the thrill of planning and executing attacks that claim the lives of others and the westerners are the best target around. Of course, you don't admit this to others. They think of you as a wily and ruthless commander, not as a sociopath. Things are much better this way.
The last two years have been terrible. Two years ago, the organization you are a member of agreed to a ceasefire in return for their spokesman, Wafi Nagi, getting a position in the Iraqi government. You railed against it, but you were not yet the commander of the organization. At first, you thought about forming a splinter group. Instead, you decided to plan for the long-term. You, and a handful of men you trusted, made plans. You acquired weapons. You trained small numbers of elite soldiers quietly. You prepared for... today.
Three months ago, you made your move in the organization. You challenged the leadership and you railed against Wafi Nagi. The politician did nothing to help the Sunnis of Iraq. He was a sell-out to the Americans and British. He cared more about a cushy job than his people or his faith. This is all true, of course, which only made your assent to leadership easier. The old order was pushed out. You and those closest to you were now in charge.
Setting the stage for conflict was easy once you were in place. You began making demands of Wafi Nagi, demands that your organization supported, but that the politician could not or would not deliver. You decried the lack of results loudly, riling up the men you commanded. You highlighted all of the evils of the imperialist crusaders. You talked of the Sunni faith and their oppression by the Shi'ites.
Today, you have come in person. You bullied your way in, claiming that Wafi Nagi had given you permission. He dares not deny you a presence because he fears (rightly) for his life and power. You will make your demands of Wafi Nagi and the other members of the Iraqi puppet government. If your demands are not met, your men, armed and trained over two years, will move into action. You will drench Iraq in the blood of the Shi'ites and the Westerners. Oh, you do so hope that the demands are rejected. However, if you can get your demands met, you will accept it. If all your demands are met, in another two years the bloodshed you will unleash will be all the greater.
You know little of Al-Araf, the other "insurgent" organization. They are small and secretive. Yet, they have somehow acquired a great weapon, likely stolen from the Westerners. You would very much like to get a hold of the biological weapons they have acquired. If you had sufficient quantities, you could do truly amazing things. You wouldn't waste them on small towns... they would go off in the center of Baghdad.
You have also learned that the meeting here is taking place on the grounds of ancient ruins. You don't know much about relics, but you do know that they sell for a lot of money. If you can get your hands on some, you might be able to get more money for more troops. Rich American's often collect worthless things like relics.
Contacts
Joseph Prince: This crusading Christian mercenary leads Blackwater, the most offensive group of westerners in Iraq. He has served as a useful target for riling up Sunnis to your cause.
Erik Schmitz: You have heard that Erik Schmitz is the real brains behind Blackwater. He is a skilled strategist and military commander who serves Joseph Prince faithfully.
Lord Lockwood: This elderly man, the owner of Aegis Defense Services, has ties with any number of British businesses plundering Iraq's oil. He is a man more concerned with profit than anything else.
Abd-al Aziz Mamoon: You have heard little of the spiritual leader of Al-Araf, but do know that he is both respected and feared by others.
Tariq ibn Faruq: This man could have uses if and when the fighting commences in Iraq. It would be very useful to acquire whatever weapons he has gotten a hold of for your own uses.
Qamar Abd-al: This young woman is very attractive. You would not mind taking her for a wife.
Basit Ibn Karim: This man is a powerful and dangerous figure. He would see Shi'ites rule over Iraq and everyone pinned down under his thumb. While cunning, he is a man who could potentially be turned against the westerners. It would leave both sides weakened and ready to fall to your own men.
Wafi Nagi: This sycophant does not represent your interests. He has proven useful in whipping up sentiment among your organization. Now it is time to make your demands in person and oust him from power one way or another.
Munir Faiz: This man represents a small, but influential, faction in the Iraqi government. Their interests are openly in line with western businesses and the United States. Men like him are easy targets for whipping up anti-government and anti-western sentiments. Perhaps he can be turned more openly against the other factions of the government.

- Get and sell relics to get money to raise more troops.
- Get Wafi Nagi out of office and get yourself into his position.
- Acquire weapons of mass destruction.
