This results in 17 Action cards being taken from the Fluxx deck and seeded into peoples' packets. The remainder may be shuffled into the deck.
Suggested cards for characters:
- Sailing Master - Empty the Trash, Discard and Draw, Exchange Keepers
- Boatswain - Trade Hands, Trash a Keeper, Draw 3 Play 2 of Them
